Abstract

This study aims: (1) to describe the role of High Prosecution Office of Yogyakarta Special Region to eradicatecorruption offences in Yogyakarta; and (2) to find out the obstacles and efforts in eradicating the corruption offences in Yogyakarta.

This is a descriptive research with qualitative approach.The subject of this research was determined through purposive technique. The subjects were the head of High Prosecution Office of Yogyakarta Special Region, a staff of legal information section, an investigating prosecutor, and a public prosecutor for corruption. The data weregathered through interview and documentation. The data validity was examined by cross check technique from the interview result from the subjects and the documents. While the data analysis technique was conducted using inductive analysis technique which covered data reduction, data display, and drawing conclusions.

The results show that the role of High Prosecution Office of Yogyakarta Special Region in eradicating corruption offences in Yogyakarta is done through preventive and repressive actions. The preventive actions include: providing legal information to the society and the students in primary school (SD), and high school (SMP and SMA) levels; conducting a strengthening anti-corruption and collusion networking program and also a Tim Pengawal dan Pengamanan Pemerintahan dan Pembangunan Daerah (TP4D) program. The repressive actions include investigation and prosecution. The obstacles of the preventive actions in providing legal information program include lack of participation from the society and lack of interest and focus from the students.The obstacle of strengthening anti-corruption and collusion program includes the lack of interest of the expo visitors, while the obstacle for the TP4D program includes lack of personnels. The efforts to overcome the obstacles related to providing legal information include cooperating with the head of neighborhood unit (RT) and community unit (RW) for the society, and giving materials using video to attract the students’ interests. The effort to attract the visitors in strengthening anti-corruption and collusion networking program is by providing free legal advice; while the effort to overcome problems in TP4D program includes prevailing a standard value to propose legal assistance. The problem related to investigation includes the difficulty to find evidence. While the problems related to prosecution include administrative problem and document completeness. To overcome the problem for investigation, the investigators maximize the number of people in investigating team. To overcome the problem for prosecution, the prosecutor team conducts accurate and thorough investigation for the dossier to be brought to the court.
